Whelan Energy Center II, NE

BACKGROUND: The Whelan Energy Center is a 77-megawatt coal-fired power plant completed in 1982. Hastings Utilities is partnering with four other public power electrical utilities to construct an additional 220-megawatt unit (Unit 2) on the site.

In 2004, the Nebraska Department of Environmental Quality issued a PSD permit for the project. Project construction began in 2006.  In August 2008, Sierra Club, in keeping with its national policy to litigate against all coal plants, sent Hastings a notice of intention to sue alleging construction of the Whelan II plant without first evaluating technologies to control the emissions of hazardous air pollutants, such as mercury, and CO2, and setting limits for those pollutants, violates the Clean Air Act.  However, in November Sierra Club disclosed it was not pursuing the matter further.

Commercial operation is scheduled for February 2011.
