BACKGROUND: In April 2006, the developer announced it intended to construct two new 800 megawatt coal units called “Tradinghouse 3 and 4” at its facility in McLennan County, Texas. This project was cancelled in February 2007 as part of an agreement between the developer’s new owner and environmental groups who opposed construction. In return, the environmentalists agreed to drop legal challenges against three other Texas coal plants, among other things.
