BACKGROUND: In June 2007, TranGas Development Systems announced it would construct a $2 billion coal gasification facility in the Town of Scriba, east of the City of Oswego. The project was originally proposed in early 2007 for Jamesville, NY, but was relocated in the face of local opposition. The developer stated that it planned to be fully operational in late 2010. Local citizens opposed the facility based on its alleged environmental and development impacts, including air pollution, noise, traffic, and CO2 emissions. The developer has yet to apply for any development permits with the local authorities or for air emissions permits with the New York State Department of Environmental Conservation (NYSDEC).
