BACKGROUND: PPM Energy proposed the Hardscrabble Wind Farm, which involves the installation of 44 wind turbines to be located in Herkimer County, New York. The project is valued at $76 million and would provide 150 new construction jobs and 5 to 7 new full-time jobs in operations and maintenance. Additional economic benefits include $11 million in taxes paid to Herkimer County, the towns and school districts over 15 to 20 years and about $592,000 per year to local landowners with property the turbines are located on.
Local Residents are leery about the project because they believe that wind projects generally have low output and are too expensive. They also believe that the project will result in little, if any, reduction of greenhouse gases. Health and noise impacts are also of concern.
Construction on the scaled back project, now 37 turbines, started in mid-June 2010 with road improvements to Military and Dairy Hill roads. Project construction was halted November 12th so the company could complete testing on the turbines’ foundations but resumed a few days later.
