BACKGROUND: The developer proposed constructing two 600 megawatt coal-powered generating units at it Florence County, South Carolina facility. Total project costs were estimated at $2.5 billion. Sierra Club and others organized national opposition based on alleged CO2 and water quality harms. Nevertheless, an air permit was issued in December 2008. Sierra Club and others appealed. The appeal was denied in February 2009. However, in August the developer cancelled the project citing “the most severe economic downturn since the Great Depression” and regulatory uncertainty regarding federal CO2 regulations.
