Peabody Energy’s Prairie State, IL

STATUS: In progress

TYPE: Coal

OPPOSITION: American Lung Association; Sierra Club

PROSPECTS: Likely

BACKGROUND: The $4 billion, 1500 mega-watt clean coal plant's status was in limbo for several years due to Sierra Club-financed litigation. Illinois EPA issued a PSD air permit in 2005.  Sierra Club and others appealed. In August 2006, the U.S. EPA Environmental Appeals Board upheld the permit. Sierra Club and others then brought the matter to the U.S. 7th Circuit Court of Appeals.  The court affirmed the permit in August 2007.

Construction began in 2007.  The plant’s Unit 1 should be operational in the third quarter of 2011.
