BACKGROUND: The Marble River wind farm would be a 229-megawatt wind project in upstate New York near Clinton and Ellenburg in Clinton County. It would have the capacity of powering up to 60,000 homes. Marble River would infuse $3 million a year into the local economy through its land deals and payment-in-lieu-of-taxes agreements.
In December 2008, Horizon Wind announced it would be delaying the project but was still committed to the development. A representative from Horizon stated there were three main reasons for the postponement: delays in securing a permit from poorly coordinated state and federal sources, delays in securing revenue credits from the State Energy Research and Development Authority, and antiquated statewide electricity-delivery systems.
In July 2010, Marble River LLC submitted an application for a modified Wind Energy Permit requesting changes, including but not limited to a decrease from 109 to 74 turbines, the model of turbines used; and increase in height of turbines. During the Wind Facilities Planning Board's public hearing in September, local concerns with the variance requests for the project focused on noise issues surrounding Noble's wind farms and the fear that the Marble River project would only bring the same problems.
In October 2010, the variance was granted by the Wind Facility Planning, with a requisite setback of 600 ft for the turbines. In shooting down opponents’ noise complaints, the wind board stated that those issues did not pertain to the Horizon variance proposal.
