OPPOSITION: Citizens of Freeport and Dakota, Illinois
BACKGROUND: The Lancaster Wind Farm Project is located between Freeport and Dakota in Stephenson County, Illinois. The developer is Navitas Energy. The project includes 31 wind turbines that will generate 80 megawatts of electricity, which is enough energy to power about 24,000 homes. The project is opposed by some local landowners.
In November 2006, the project was approved by the Stephenson County Board. In January 2007, local property owners and opponents filed suit to invalidate the farm’s special-use permit and prevent the project from moving forward. The suit makes a number of allegations regarding health and safety risks posed by the wind farm, legal concerns related to the special-use permit, the zoning hearing, and other issues. Although a settlement was reached in August 2009, construction is not expected to begin until at least 2011.
