BACKGROUND: Florida Power & Light (FPL) proposed construction of two 980 megawatt coal-fired units at an estimated cost of $5.7 billion. Opponents charged the plant would pollute the Everglades and cause global warming. In June 2007, the Florida Public Services Commission voted to reject the proposal. In rejecting FPL's petition, the PSC determined that the proposed plant was not cost-effective, particularly because it could expose Florida ratepayers to significant future costs for carbon dioxide emissions.
