Coleto Creek Expansion, Goliad County, TX

BACKGROUND: The developer proposed a 650 megawatt, $1.4 billion coal plant for Goliad County, Texas, in February 2008.  A draft air emissions permit was issued by the Texas Commission on Environmental Quality (TCEQ) in December with strong local support. Sierra Club and others commented against and then appealed the permit arguing the permit failed to properly control both hazardous air pollutants and CO2.  The appeal was denied in February 2010. In May, Sierra Club filed suit in State court to block the project.   In June the developer chose a contractor.  The plant is scheduled to become operational in the 3rd quarter of 2015.
