BACKGROUND: In October 2008, Iberdrola Renwables, Inc., submitted an application for the construction of the Buffalo Ridge II wind farm. The site is located in Brookings and Deuel Counties. Iberdrola estimates the entire capital cost of the project at more than $620 million and expects to begin construction this year and operation in December 2010. The project will create about 130 temporary construction jobs, as well as 15 to 20 permanent jobs.
Opponents of the project, consisting of local residents who live near the site, have raised questions about noise levels. They say they are in favor of alternative energy resources but are very concerned about the proximity of the wind farm to their houses. Although the South Dakota Public Utilities Commission (PUC) approved a construction permit for the project on April 21, 2009, local residents continued to oppose the project and have asked the PUC to consider additional research dealing with noise levels and other technical aspects of wind towers.
Construction on the project began October 5, 2009. As of October 2010, the project was still under construction.
